The correct answer is C. a black family headed by a single mother living in the inner city.

According to 2012 the book "Women and Poverty in 21st Century America", More than 75% of all poor households are headed by women.

According to the US Bureau census "Income and Poverty in the United States: 2014", 26.2% of the American families in poverty are African Americans.

Finally, according to the 2008 book "Child Poverty High in Rural America", poverty rates are consistently higher in rural and inner city areas compared to that of suburban areas.

Given the statistical data published in the United States as of September of 2018 in the U. S Poverty Statistics by the Census Bureau, the people in the U. S who are most likely to be below the poverty line are non-working Americans regardless of race, followed by single mothers (26%) and the fifth category of Americans in the most poverty are African Americans (21%), followed by Hispanics (18%). Also, according to the data, ironically enough, there is more poverty in people who live in rural areas (14.8%) than within the cities (11.9%). However, taking the data together, that of African Americans being the group of people facing the most poverty and families being raced by single mothers facing a percentage of 25.7% poverty, and also seeing as these two combinations show to be the people who stay in poverty the longest, the correct answer would be D.
