William T. Sherman certainly thought so and there is compelling evidence to suggest that he might have been right.
Total war refers to the doctrine of war wherein all civilian targets are justifiable.
In essence, it forces the civilians to decide if war is worth the destruction being brought upon them.
The thinking is that it is the most efficient way to bring war to an dned.
