Describe the status of race relations in the south by the end of congressional reconstruction

During this era, the African-Americans were freed from slavery. They were able to create inter-racial democracy amongst the Blacks and Whites in the United States. However, despite the introduction of democracy, some people still sees black Americans inferior to the white ones.
