Why did Japan think that the Pearl Harbor attack was a good idea?

They thought it was a good idea because it was surprise attack and they thought they could beat they because of the ships and weapons they destroyed. Salsa because they wanted the oil back.

They did that to prove that they mean business and that they are mean.
