Why are there 6 members of the house of representatives who do not have voting privelages?

    There are non-voting members of the House of Representatives, because they are there to listen but not vote. This is similar to how in a jury there are jurors who don't vote. They non-voting jurors can vote if someone in the voting jury gets kicked out. The House of Representatives works the same way.
