Due to transportation difficulties in the late 18th century many delegates had troubles to arrive, at first instance it was not thought as a constitutional convention rather than an improvement to the existing Articles of Confederation. The final version came up in september 1787, it was released to the public for debate and ramification process, this means the public could not attend the initial debates
