    With the growth of larger cities in the United States like New York or Chicago, those places became overpopulated. When immigrants arrived in the United States, they wanted to live in those larger cities because there they found more job opportunities. With thousands of new people in these cities, it led to the development of tenant housing that was 4 or 5 stories buildings built in the 1840s and 1850s as a new form for urban working class people. WIth these so much people living there, crime increased and became an important issue for the government to combat. Finally, the political machines like Tammy Hall, the political Machine of William M. Tweed that wanted to control political decisions with corruptive practices.
