According to the constitution the power to provide for and supervise schools is reserved to whom?

    From what I read, the power to supervise schools isn't even really in the the federal constitution, but it's in the state constitution. The federal powers don't have much authority over that, because that is in the states. So, my best guess is the state legislture.
