    - confederation - state governments

    Explanation:

The 26 states in Switzerland once formed an alliance known as Confederation in 1848. These states also known as Cantons were independent and sovereign bodies that had their own capital city and constitution. Each Canton had to give up certain powers to the Confederation but still had autonomy in various areas.

During this period, the major share of power rested in the state governments as each Cantons were very much independent and had broad autonomy such as constitution, parliament, government and courts which were not specifically given to the Confederation.
