    The Supreme Court gave a very vague time frame in which the change had to happen and wasn't really enforcing it so the more racist states took their time.

    Long after the Brown v. board of education decision, some states had not desegregated their schools because the supreme court had not set a deadline for doing so the schools took it as a sign that they have as much time as necessary for them to adjust to the decision.
