State supreme courts generally issue written explanations of their rulings is True.

    Explanation:

The supreme court while making a decision on any of the cases, writes it down on a piece of paper and gives explanation on the paper.

The justice does not right away announce the decisions but there are proper discussions about the decision and they try to convince.

And persuade each other to think about the decisions and then the final decision is taken and then written on the piece of paper which explains the decision that is taken as the final decision.
