This is so citizens have the rights to participate in "civil and state society" without being discriminated against because of their race, ethnicity, religion, sexual orientation and/or disability. This includes the right for citizens to participate in politics, to have a fair legal process if needed and the right to petition among others. These rights exist in all countries but vary as some do not include some of the above aspects of the civil rights of the people of the United States.
