    The Permanent Members of the United Nations Security Council hold a veto power to shoot down any "substantive" resolution. The permanent members are the United States, China, France, UK, and Russia. In the Security Council's history, the Soviet Union (predecessor as a permanent member) has put forth half of the vetoes in the history of the use of the veto power.
