    The establish it to prevent the Slaves from running away.

    The creation of proof for the slave ownership is a part of Ohio's fugitive slave laws. This rules granted the right for slave owners at that time to Hunt the Runaway slaves and imposed any punishment that they see fit to the slaves, including death sentence.
