At Manzanar, who issued the clothes that residents received and what did they receive? Why did this offer a sort of comic relief for everyone?

    -They received world war one cloths.

    -They did not come prepared for the April weather.

    Explanation:

    This cloths are surplus cloths from world war 1 and the Japanese did not come prepared not knowing what to expect so did not bring enough warm clothing for the April weather.
