    The regulations of polling booths and not giving leaves on voting days.

    Explanation:

    The factors that effect the voter turnout are often having to do with the availability of options and convenience of the people.

    Most people in the minorities are often not able to vote due to nonavailability of pooling booths in their area where they can go and exercise their vote.

    At the same time it can also be seen that there are places where the people are not getting leaves to go and cast their vote which stops a lot of them for doing it as it would be too much inconvenience then.
