    The first grandfather clause were contained in new state constitutions and Jim Crow laws go by white-commanded state governing bodies from 1890 to 1908 in the vast majority of the Southern United States to confine voter rolls and viably counteract blacks, Mexican Americans (in Texas), and poor whites from voting.
