The process that the state used to decide whether to ratify the Constitution was that they held conventions where representatives voted for or against ratification.

Article VII of the Constitution required that nine of the twelve states had to ratify the document before it could become law and start the new US government. So on September 17, 1787, delegates from the different sates assisted to the Philadelphia Convention to vote and approve the Constitution. The majority approved the document. The next step was to send it to the states to be approved too.
