Under a totalitarian form of government, there is no right to vote and exercise freedom of speech. A totalitarian form of government is well recognizable because the basic rights are no longer in place. First and foremost the right to vote, but also the basic freedoms are denied, like freedom of speech, in order to exercise a total control over the life of the people.
