To grant amnesty. President Reagan signed a sweeping immigration reform law, the Immigration Reform and Control Act of 1986. It opened the door to the legalization of 3 million indocumented immigrants who had arrived before 1982. Being illegaly in the United States is an offense, so Reagan granted amnesty to those people.
