    They were not educated in the laws.

    Explanation:

    The reason for this is simple. After plebeians started a revolt in 490 BC against the ruling class - patricians they gained many political rights. They had right to own property, were regarded as a citizens, participated in the army since the creation of Rome, and they only were not able to educate themselves in laws. Still, of course it is practically impossible to compare this two social layers.
