Saddam Hussein, who was then-leader of Iraq, blamed past American actions for the events, although the country later expressed sympathy with the victims of the attack. The link between Hussein's Iraq government and al-Qaeda is controversial; George W. Bush used this partly as justification for the Iraq war.
