    The best answer is D. Dublin being a capital city in Ireland is not a factor that would lead us to believe that Dublin is a primate city. A primate city is the largest city in a country. It always rank first in its country for politics, media, culture, economy and universities. All countries have capital city, however, not all of these capital cities are not a primate city.
