What factors led to the downfall of the mesopotamian city-states and to what effect?

    It shows that the social order was shifting from the gods to the people. Kings who were originally either military leaders or rich landowners engaged in sacred marriage with the highest priestess of the city's temple, and then they took over and called themselves prieste.
