    The plain concept of these two is that no part of government should be able to create a rule effortlessly. Every person or part of government should only have a restricted expanse of power (separation of power) and should have other people and parts of government that can block their movements (checks and balances). This is a major founding principle of the country - that no one part of the government should have the capability yield unrestrained power. The notion was to make it much tougher for the government to oppress the people.
