Did the legislative or executive branch have more of an impact on reconstruction?

    Explanation:

    Apart from representing their constituents and making laws, legislators are educators. They are responsible for making new laws and changing existing laws. So they have more power on reconstruction because whatever they reached on is sent to the Executive to carry out just like it appears.
