Why were formal police departments established in English in the nineteenth century?

The American government had inherited the laws of Anglo-Saxon together with its systems in the obligations. Both societies were less rural and agrarian with more industries in common areas. The crimes and other public disturbances became common in creating police forces.

The responses towards the growing unrest promoted the version of constable night watch who volunteered to solve the problems that surrounded the urban centers. They later presented themselves before deterioration. This led to the regulation of public behavior in institutions and social control.

The development of policing in the United States closely followed the development of policing in England. In the early colonies policing took two forms. It was both informal and communal, which is referred to as the "Watch," or private-for-profit policing, which is called "The Big Stick" (Spitzer, 1979).
