Why did the India Act in 1937 fail? A. Muslims feared that Hindus would dominate the legislature. B. Hindus feared the Muslim majority. C. Gandhi opposed the Act. D. The common people didn't support it.

    (D) The common people didn't support it. British Parliament spent a lot of time on the India Act however, it's focus on the Indian people didn't meet with approval. The Indians didn't like their exclusion and wouldn't provide needed support.
