Which of the following correctly describes the Anti-Federalist position on the Bill of Rights?

It would protect states from possible abuses of government.

It could be added later after the Constitution itself was approved by the states.

It wasn't necessary because the Constitution already limited government power. It would give the Constitution more credibility with European allies.
