One major administrative weaknesses under the Articles of Confederation was that " The government couldn’t maintain order," since the Founders intentionally gave the central government very little power.

The correct answer is The government couldn’t maintain order

The articles of confederation did not provide the government with any actual power. Its only purpose was to exist in cases that foreign forces try to invade the US, but when it came to domestic problems the articles were completely useless. That's why they understood that they needed to make a new document which would regulate both domestic and foreign problems and the constitution was born out of this.
