Fue un hombre que fue Secretario de Relaciones Exteriores del Imperio Aleman desde el 22 de noviembre de 1916, hasta su renuncia el 6 de agosto de 1917, fue responsable de la nota Zimmermann enviada a America. La nota decia que Mexico debia involucrase en la Primera Guerra Mundial y que si lo hacian Alemania tomaria le teirra americana y se la devoleria a ellos (Texas, Arizona, California, New Mexico)
