A is incorrect. By the mid-1890s, the American economy was increasing its dependence on foreign trade. A quarter of the nation's agricultural products and half of the oil that was produced could be sold in the foreign market.

B is correct. A large number of detractors of expansionism established internal obstacles due to which, many annexations of land that were already being achieved were lost due to lack of vision and political and popular accompaniment.

C is incorrect. After the civil wars the cultural values, the criteria of economic expansion and even the definition of nationalism were strongly divided between the north and the south. In many cases, there was not even an opinion formed on these facts and there was debate over false conjectures.

D is wrong. The internal growth was booming and if there were debates about the need for expansion as well as conscious efforts to annex territories and grow in resources and territories. However, it was not achieved to a greater extent, if there were enunciable achievements in this aspect.
