Why didn't Unified National Monarchies develop in Germany and Italy as they did in France and England in the high middle ages

Becouse when feudal defragemnation progresses maonrchs in Negalnd and France secured their postion as soveriegn despite decntralsied charcter of rule during high midlde ages in germany and Italy defragamentaion without any central authroity with executive power emerged becouse of lack of it as intitution or rather symbolic like in Germany
