    To quote Amendment 25, Section 2 of the United States Constitution, "Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress."

    Therefore, A is wrong because it has to be Congress, not the Supreme Court. B is wrong because it doesn't have to be 2/3, it just has to be greater than 1/2. And D is wrong because it says nothing about the President presenting the Vice President. Therefore, C is the correct answer, because Congress is the one doing the approving, and it's done with a majority vote.
