    They were in fact more than the first written collection of Roman laws, they were probably the very first complete set of laws written and communicated to the population, so everyone would know the law and be treated fairly and equally, since everyone received the same version of the law, as opposed to laws transmitted orally. We all know what happens when something is passed on orally: it gets deformed and distorted each time it's passed to another person, since that person puts its own twist and interpretation to it.
