    European settlers created a parliamentary government that excluded many citizens in South Africa in 1909.

    The South Africa Act of the Brtish Parliament of 1909 created the South African Unions from the British colonies of the Cape of Good Hope, Natal, Orange River Colony, and Transvaal. An Assembly and a Senate created a bicameral Parliament. The members of this Parliament were elected primarily by the white minority.
