How did whigs attempt to create a government controlled by the common ppl at the local and state levels?

The whig party supported the upholding of laws and regulations. By opposing legal situations such as nulifications where higher powers in the chain of legal command change the result of a local or state court ruling the whig party attempts to make the legality of most situations plain, fair, and by the people.
