What is one very likely explanation for why china has been so slow in liberalizing (i. e. opening their markets, etc.) over the last 40 years?

    China has a protectionist economic policy that restricts importation and free trade internationally. It does this through placing restrictive government regulations on importations that could take the form of import quotas, high tariffs on imported goods and a variety of other measures. In other words there is a little liberalization as government places much protectionist economic policies on international trade. China does this mostly to protect it's local businesses and curb competition that comes from importing goods that local companies should provide thereby boosting the economy.
