    Bill Clinton became the second American president to be impeached after Andrew Johnson on 19th December, 1998.

    In the Arkansas State, the base of impeachment began as a fraudulent land development case where Clinton served as Governor of the State. He was investigated by Special Counsel Kenneth Starr which lasted for four years.

    The other being President Clinton's conduct in a sexual harassment suit where he was caught lying. It was filed by Paula Jones in which Clinton was involved in an extramarital affair with Monica Lewinsky, a White House Intern.

    The president was acquitted and officially issued a nationwide apology statement about his conduct.

    Although proceedings were delayed due to the bombing of Iraq, on the passage of H. Res. 611, Clinton was impeached by the House of Representatives on December 19, 1998 on grounds of perjury to a grand jury (first article, 228-206) and obstruction of justice (third article, 221-212).
