Individualism is reflected in the capitalist values that everyone can become the president and that everyone can achieve greatness in life if they work hard enough. Anyone can become a senator or a company owner. Populism is reflected in the fact that politicians often say what they don't care about or change their opinions on things in order get more voters. That's why you can hear older statements being completely changed now.
