Previously, Great Britain, Prussia, Austria, and Russia had signed the Treaty of Chaumont on March 9, 1814. Then, these countries signed a peace treaty with France, Sweden, Spain, and Portugal. They agreed to send delegates to Vienna, to work on the agreements of the Congress of Viena. These countries had the desire to prevent any single country from dominating Europe.
