    Colonel Ingersoll and Representative Geary dissented on whether or not the Chinese Exclusion Act of 1882 was in accordance with previously made treaties between the USA and China.

    As Col. Ingersoll affirmed, the Exclusion Act did actually violate rights guaranteed to the Chinese by the Burlingame Treaty of 1868, which had allowed open immigration between the US and China.
