Why is "promote a general welfare" the principle that applies to the debate about universal health care?

    The general welfare clause of the Tax section of the Constitution is what gives Congress the authority to enact legislation as it relates to health care.

    Otherwise, healthcare could only be enacted by the States or not at all.
