The Constitution says that a president cannot serve for more than two terms or eight years. How is it that President Franklin Roosevelt served for a little over 12 years? Since the country was in a crisis, due to the Depression, an exception was made for Roosevelt. Roosevelt violated the Constitution, but his party was powerful enough to get away with it. At the time that Roosevelt was president, there was no limit on presidential terms of office. The Congress passed an amendment to override the rule that a president could serve only two terms.

Roosevelt was the first and only President to serve more than two terms. The amendment was passed by Congress in 1947, and was ratified by the states on February 27, 1951 ... If he or she served more than two years of the last President's term, the new President can serve only one full four-year term.

In retrospect: Congress made an exception for President Roosevelt to serve more than 2 terms because our country was in a crisis. The great depression and World War II.
