    Vandiver had promised to carry out the legislature's mandate if desegregation occurred in the state's school during his campaign for the gubernatorial position. Following the Supreme Court decision, he c reated the Sibley Commission, headed by Atlanta banker and civic leader John A. Sibley, to hold hearings and gather the opinion of the public on the issue.
