    President Jimmy Carter limited to strongly protest the Soviet invasion of Afghanistan in 1979 before the international community, announced the suspension of the SALT-II treaty (for nuclear weapons limitation) and ordered the U. S. ambassador in Moscow to return to the U. S., but all this had no immediate effect on the Soviet Union, since the invasion went on unhampered.
