The question is asking us "During World War II, Germany was a member of the" and we're supposed to fill in what it was a member of - and the answer is that it was a member of the Axis! Axis countries included Germany, Italy and Japan and their opponents, the allies were the UK, US, France and Russia (Russia joined later)
