To identify the issue, residents could write to a city council member or US representative serving that district. They could also form a citizens' group and contact members of the local media to ask that they give this issue the exposure it needs. Local officials would then need to form a solution. They could set up a committee to investigate the cost of the issue and how soon a new bus line could possibly be added. Finally, they could implement their plan and solve the problem.
