    they both are considered to be a part of development. in most cases there will be a number of failure before number of success is achieved.

    The 15th Amendment states the rights of the citizens of the united states to vote and none should be deprived of this right. this act was considered good as well as bad because the African males got the rights to vote in the U. S territory but not the females so depriving females makes it a failure.
