    Story time! Ok here is the reason. It was hurting America rather than its intended targets, Britain and France. In March 1809, Congress repealed the Embargo Act of 1807. Jefferson signed the repeal shortly before he left office. The Embargo Act was replaced by the Non-Intercourse Act, which prohibited trade with only Britain and France.
